On Dec. 8, the Mississippi Development Authority will launch the Mississippi Homeowner Rehabilitation and Reconstruction Program, a federally funded initiative designed to assist low- and moderate-income homeowners whose properties were damaged or destroyed by the March 2023, June 2023 or April 2024 tornadoes and straight-line winds.
Funded through the Community Development Block Grant–Disaster Recovery program, HRRP provides financial assistance to eligible homeowners to repair or fully reconstruct single-family homes impacted by these qualifying storms.
“This program represents another important step in helping Mississippi families recover from the devastating storms of 2023 and 2024,” Gov. Tate Reeves said. “HRRP will help homeowners rebuild stronger, safer homes while ensuring that recovery reaches the people and communities that need it most.”
HRRP prioritizes support for low- and moderate-income households and is structured to reach storm-affected areas with the greatest unmet recovery needs. Applicants must provide documentation such as proof of identity, citizenship, income, homeownership, primary residence, insurance and any other disaster assistance received.

Intake Center Locations
MDA will open multiple intake centers across the impacted regions to help homeowners submit applications and required documents. All intake centers will open Dec. 8. Locations and hours include:
- Amory Youth Court Building, 1619 Highland Drive, Amory, MS | Mon–Fri 10 a.m.–7 p.m. | First & Third Saturday 1–4 p.m.
- Belzoni Rylice Radio Station, 121 E Jackson Street, Belzoni, MS | Wed–Thurs 10 a.m.–7 p.m., Third Saturday 1–4 p.m.
- Edwards Community Center, 108 Mt. Moriah Rd., Edwards, MS | Mon–Wed 10 a.m.–7 p.m. | First Saturday 1–4 p.m.
- Forest EMA Building, 210 E 2nd Street, Forest, MS | Thurs–Fri 10 a.m.–7 p.m. | Third Saturday 1–4 p.m.
- Moss Point City Hall, 4320 McInnis Ave., Moss Point, MS | Mon–Fri 10 a.m.–7 p.m. | First & Third Saturday 1–4p.m.
- Rolling Fork, 412 S 3rd St., Rolling Fork, MS | Mon–Tues 10 a.m.–7 p.m.
- Silver City Volunteer Fire Department, 119 Plum St., Silver City, MS | Fri 10 a.m.–7p.m.
Program Prioritization
Application priority is given to properties located within the National Weather Service storm track areas and to low- to moderate-income households meeting at least one of the following criteria:
- Seniors age 62 and older
- Children under age 18 in the home
- Individuals with disabilities
Program representatives will be available at each intake center to answer questions and assist with the application process.
