BWC Terminals is moving forward with a major investment on the Mississippi Gulf Coast as the company establishes a new bulk liquid storage and logistics facility in Pascagoula. The project brings nearly $316 million in corporate investment and is expected to create 25 new jobs, underscoring the region’s continuing role as a hub for industrial growth.
The company supports a wide range of industries that depend on the refining, manufacturing and distribution of bulk liquids, including petroleum, chemicals and agricultural products. In addition to storage, BWC offers custom-built tanks, blending services and specialized logistics designed to support the complex needs of its customers.
The new terminal will be located at the former Mississippi Phosphates Corporation site and is being developed to support a long-term agreement with Chevron Products Company. The facility will receive, store and deliver petroleum products for the nearby Chevron Pascagoula Refinery. The initial phase of construction includes seven above-ground storage tanks, direct pipeline connectivity to the refinery, unit train unloading capabilities and access to marine infrastructure that will allow efficient loading and unloading of ships and barges. The expansion will give the refinery increased storage and enhanced throughput for a variety of feedstocks, strengthening its operational capacity.
State and local support is helping advance the project. The Mississippi Development Authority is providing assistance through the Mississippi Flexible Tax Incentive program, known as MFLEX. Jackson County is also partnering with BWC Terminals to help bring the project to completion.
Gov. Tate Reeves welcomed the announcement as another milestone in the state’s economic progress. “Mississippi is closing out another historic year with another massive capital investment in our state. There’s no question that 2025 was a phenomenal year for economic development in Mississippi – and we’re finishing the year strong. This $316 million investment is a major win for our Gulf Coast and it’s helping continue our state’s impressive economic momentum. Mississippi’s future has never been brighter,” he said.
ocal leaders echoed the enthusiasm for what the project means for Jackson County. Jackson County Economic Development Foundation Executive Director George Freeland noted the strength of the county’s industrial base and the benefits of the new addition. “We welcome BWC Terminals to Jackson County and look forward to their continued success in partnership with Chevron Products Company. BWC’s strategic location in Jackson County is a testament to a community whose diverse economy supports employers like Chevron and logistics and distribution suppliers like BWC,” he said.
